Summary


As Force Commander of the United Nations Mission in Rwanda in 1993-94 - a group made militarily impotent both by its size and rigid "terms of engagement" - [Romeo Dallaire] fought a no-win battle for permission to forcefully intervene during the horrendous genocidial conflict between the Hutus and the Tutsis in the Central African nation. His actions are credited with directly saving the lives of 20,000 Tutsis, but the bloodbath, which lasted for 100 days, lead to some 936,000 deaths, and over two million people being displaced, internally, or in neighbouring countries.
