"I called in the Scientific Research Council (SRC) because I couldn't just take people's word for it that the spring had healing properties," [Lincoln Fagan] said. He also applied for and received a permit from the National Environment and Planning Agency.
"When I approached them, I thought I would get the same runaround that everybody else gave me," Fagan said. "But the hardest part was preparing the documents required.
