A BBC report last week quoted Guyana's foreign minister, Rudy Insanally as saying: "Political wisdom dictates that you revisit the situation in consultation with other states that are concerned - the United States, Canada and Latin America - because it is also seen as a hemispheric issue," Insanally said after a Caricom foreign ministers meeting.

"It seems that the situation in a way has gone awry," he said. "I think it is a situation in which we need to go back to the drawing board, to the circumstances before the Caricom action plan, to ensure that we have greater inclusiveness and representation in the new approach to Haiti."

Meanwhile Barbados' foreign minister, Dame Billie, who recently described Caricom's relationship with the U.S. as being on a "slow trickle", hopes to have an early meeting with [Rice] when she takes up her appointment.
