Already in Linares' appointment book is Brooklyn Council Member Kendall Stewart, head of the Council's Immigration Committee, who said he was surprised by the appointment.

"I knew they were looking for somebody, but I didn't know they were going to name someone right away," said Stewart, who was out of the city when the announcement was made.
